This proposal is part of an effort to introduce bespoke Sidecar APIs to support
key operational functionality currently managed through nodetool commands. This
specific task introduces an endpoint that moves a Cassandra node to a new token
on the token ring, equivalent to the "nodetool move" command functionality.
