Description:
1. add basic metrics to gossip and failure detector
2. Although we can retrieve the heartbeat ({_}*cassandra_gossip_heartbeat*{_})
from {_}*nodetool gossipinfo*{_}, we also need to continuously record this
value as a metric. If the heartbeat does not increase steadily — or even
remains constant — it can indicate that the gossip process is being blocked at
that time.
