Description:
fix 1 - evaluate constraints upon satisfaction check using types of logical
function it uses instead of column types
fix 2 - refactor code, remove irrelevant leftovers
fix 3 - support specification of a constraint when altering a table and adding
a column
fix 4 - harden NOT_NULL constraint
fix 5 - for now, support only frozen collections, effectively only not_null
constraint
