Currently {{resolver-apache-snapshot}} is hard-coded in {{build-resolver.xml}}
and overriding it isn't supported in {{build.properties.default}}. Further, the
comment on that repository in {{build-resolver.xml}} is... rather confusing,
since it states we don't support it and to uncomment it out if you need it, but
then it's already uncommented out.
We should just support aliasing the snapshot repo the way we do the others.
