By running tests, I realized I don't know what the Scrubber should do, which 
resulting format should it choose? Maybe we need to provide that explicitly? 
what do you think?

EDIT: After thinking about it a bit, Scrubber is not actually something to be 
run outside of the server, or at least, it would be pretty rare. Therefore, it 
should take the server configuration. I'll also consider letting the user 
provide the target format/version through the command line.
