I am also having trouble getting my head around this, apologies for being thick.
So while SCM is being changed you're still in the 'upgrade' process. Afaik
during upgrade no maintenance operations should be carried out. Is BulkLoader
allowed during an upgrade? Are streaming operations allowed during an upgrade?
