[~mck] the concern is that we should have a straightforward and reproducible
way of generating project files. Some common case scenario that we think works
and is the recommended way to set up IntelliJ. I believe that "manually remove
IntelliJ files from your repo" is not a part of such a way.
That said, I understand the issue of being too eager to remove custom changes
that power users might have made.
Thus, I agree with
[https://github.com/apache/cassandra/pull/2320#discussion_r1196517222] that
there should be a separate target for the removal of idea files.
Whether generate-idea-files should depend on it - it is of lesser importance
from my perspective. I'm perfectly fine if it is not. The important part is the
option to reset the state to a known one will be there, and one could use it
should using plain `generate-idea-files` end up in a corrupted state etc.
