Test and Documentation Plan:
I run the upgrade tests locally.
They fail with 4.1->5.0 upgrade (4.0->5.0 works) with
{{Caused by: java.io.IOException: Ballot file corrupted}}

org.apache.cassandra.service.paxos.uncommitted.PaxosBallotTracker.load(PaxosBallotTracker.java:112)
}}
Which I don't think is related to my changes.
