The ASF Infrastructure team have [announced a new self-service
site|https://infra.apache.org/blog/brand-new-selfserve-page.html] which
provides the ability for new contributors to request a public Jira account
through https://selfserve.apache.org/jira-account.html.
The instructions need to be updated on the following pages:
