I am not sure why this is happening, yet.
in index.adoc there is

* xref:tools/cqlsh.adoc[CQL shell]
* xref:tools/nodetool/nodetool.adoc[nodetool]
* xref:tools/sstable/index.adoc[SSTable tools]
* xref:tools/cassandra_stress.adoc[cassandra-stress tool]
* xref:tools/hash_password.adoc[hash password tool]
{code}
which seems to be just right.
However, the link "nodetool" points to
"https://cassandra.apache.org/doc/latest/cassandra/tools/index.html#tools/nodetool/nodetool.adoc";
which does not do anything.
EDIT:
also, there does not seem to be page about hash password tool added.
