CircleCI not only needs to be in parity with ASF CI if we're using it to
validate commits, as we agreed to optionally use it to validate release we need
to further raise that bar.
There's a variety of low-hanging fruit and optimizations on the circle env as
well as some un-forking and unification to be done to make it a polished
first-class CI citizen for those that can fund the paid plan.
This epic is an umbrella placeholder for efforts that are in flight as well as
future discussion about the CircleCI environment in the lead up to and after
4.1 rc and ga.
