Test and Documentation Plan: circle ci runs

dtest-api PR (already merged):
https://github.com/apache/cassandra-in-jvm-dtest-api/pull/11 - this gives us
access to the class loader before any classes have been loaded. So far we only
released a snapshot.
branch: https://github.com/krummas/cassandra/commits/marcuse/15851 - this
includes changes to download snapshots from repository.apache.org which we
probably should drop once we have dtest-api 0.0.3 released
