When CASSANDRA-15332 was merged there was no work to back port the dtest
changes to 3.x. As of this moment, we want to make sure 3.x and 4.x dtest
share the same API, so since CASSANDRA-15332 changed the API we need to make
sure those changes are reflected in 3.x
