Summary: nodetool compactionstats showing extra pending task for TWCS

The output of {{nodetool compactionstats}}can show "pending tasks: 1" when
there are actually none. This seems to be a consistent problem in testing C*
trunk. In my testing, it looks like the {{nodetool compactionstats}} counter
output is consistently off by 1 as compared to the table output of the tasks
testing with {{concurrent_compactors: 8}}
In 12 hours it never ended, always showing 1 pending job
