Yes, this commit needs to be included in the patch. When I was working on this
patch a while ago, I had to make a change to get the {{AuditLogger}} UTs pass,
but {{AuditLogger}} itself went through a few changes over time, and we do not
need my change anymore, and this commit pretty much undoes my earlier change.

I have moved the parsing of {{nativePort}} to execute before it is used for
hosts array. I have also moved parsing of {{storagePort}} to execute before the
{{storagePort}} is used.
All of these changes are updated in my guava_27_trunk branch, against which I
have rerun the above shared tests.
