Summary: Empty static rows persist forever

An empty static row might come to exist because of a deletion of the static
content, or because of a removal of the static column from the schema. In
either scenario, the empty static row is impossible for the user to delete
without deleting the whole partition. This could result in a lot of detritus
that’s impossible to remove.
