Seems to me to be an advanced feature that probably shouldn't just wildly be
turned on, so a java property kind of makes sense to me.
TBH I don't see it as a terribly useful feature, as it assumes you've always
got enough capacity to run upgradesstables. But for those who do, it should
simplify their ops at least a little bit.
As far as the retry functionality is concerned, that would probably be useful
to add to upgradesstables.
On a side-note, I'd also say that we should use the old format until
upgradesstables is run, but that's a separate discussion.
