Version detection for CASSANDRA-1015 would be trivial if nodes exchanged
version as part of a connection handshake. This feature doesn't implement
that, but paves the way by allocating verbs that can be used in future versions
that won't blow up the current version.
My plan is that this goes in as part of 0.7.1, and handshaking in 0.7.2.
