It's basically the latter.  Both put the node in an unusable state when done, 
requiring a restart to be usable again, but decom needs to do more work than 
drain.

bq. What's worse, there seems to be no way to recover this node once it is in 
this state; you need to shut it down and run "removenode".

You can just restart and then decom.  That said, it should be simple to add a 
check to decom to see if we're in a normal state and throw a better error.
