A possible solution I see for this is to keep nodes in the justRemovedEndpoints
map in Gossiper until we can verify that replication has completed. I think we
could accomplish verification through a callback on the replicate request. I'm
unsure about what data gets persisted so I don't know if a restart would wipe
out the justRemovedEndpoints map
