This was introduced in 0.5 (CASSANDRA-457) and never updated. It was added
early enough in 0.5 that I'm not sure it even works against that release.
Given the code rot and the concerns the reviewers had originally that were
planned to be addressed in future patches but were not, I vote for removing it.
(Of course it will still be available in svn history should someone wish to
resurrect it.)
No patch provided since this will just be a "svn remove" command.
