Normalize contributed source and tool-configuration headers and retain the original copyright sentences in NOTICE. Preserve every implementation body and non-license comment. List individually reviewed policy/model/configuration fixtures in .rat-excludes and keep their original bytes. Validation: lint, 240 tests with no skips and both builds pass. The actual 156-file combined source archive has zero unapproved RAT findings; exclusions and the three JSON-config detection blind spots are reconciled separately.
