Return a copy from `enforce_ex()` so changing its explanation cannot alter stored policy. Keep conditional-role caching disabled unless its expiry is positive and finite, with regressions for zero, negative, infinite and NaN expiries. Cover sync/async and cached paths, plus previously merged permission-copy, quoted-matcher and synced-accessor behavior. Split from #438; no dependency on the remaining preparation changes. Validation: 470 test executions on Python 3.12 with warnings as errors and pinned conformance input; affected Python files pass Black with the existing 120-column configuration. -- This is an automated message from the Apache Git Service.
