URL: https://github.com/apache/casbin-Casbin.NET/pull/401

   ## Summary
   - Preserve escaped quotes while splitting comma-separated literal values for
Casbin's `in` matcher.
   - Add regression coverage for a string literal whose escaped quoted segment
contains a comma.

Without the fix, `r.obj in ("a, \"b,c\"", "other")` is split inside the
escaped quoted segment, producing a malformed comparison expression. The
corrected parser keeps the literal intact.

   ## Validation
   - A task-local offline .NET repro compiled the repository's `StringUtil.cs`
directly with a synthetic matcher. Before the fix, the actual transformed
expression differed from the expected expression; after the fix, it matched.
   - The focused `Casbin.UnitTests` run could not restore packages: NuGet
returned `NU1301` for `https://api.nuget.org/v3/index.json` (`Value cannot be
null. (Parameter 'path1')`). No full project test result is claimed.
