Thanks for the report and the clear reproduction, the bug is real. It has been fixed in a931e1c4eae738dd7c800bab24fe8618d5eb35dd with a lighter variant of the same idea: links are indexed by `(name1, name2)` with a small slice of the domains they were added in, instead of a nested map per link, which keeps the extra memory and the delete cost lower on large policies. The same fix is also applied to `ConditionalDomainManager`, which had the identical `DeleteLink` and `rebuild()` problem. Closing this PR in favor of that commit.
