EmryZhang opened a new pull request, #535:
URL: https://github.com/apache/casbin-jcasbin/pull/535

The POM still uses `org.casbin:jcasbin`, while the [1.100.0 RC1
review](https://lists.apache.org/thread/kl75jgbyjjppg8cf80ydpd6xnll0gzdb)
requests `org.apache.casbin:jcasbin`. This change updates the coordinate,
installation and registry links, and release instructions. Java packages remain
`org.casbin.jcasbin.*`; the migration note explains avoiding duplicate classes
when an adapter still depends on the old coordinate.

The POM description now includes the incubation disclaimer, and the
developers list includes Apache Casbin while retaining the existing individual
entry, following the [Incubator Maven
guidance](https://incubator.apache.org/guides/distribution.html#maven-distribution).
No production code, dependency or plugin versions change.

   Validation:

   - The current local source tar.gz and ZIP contain identical files. RAT
0.16.1 accounts for all 218 files: 214 approved source/text files, three legal
documents and the separately reviewed existing logo; no unknown licenses.
   - The current source archive passes `mvn clean verify` with Java 8, Maven
3.9.16, `-Drevision=1.100.0` and signing skipped: 338 tests, zero
failures/errors/skips.
   - The newly generated flattened POM and embedded Maven metadata retain the
new coordinate, full disclaimer, developer entries, license and SCM. All three
JARs contain matching legal files; Java class paths and Java 8 bytecode remain
unchanged. A separate consumer compiles against the locally installed new
coordinate with the existing Java import.
   - Source metadata regression checks pass. The runtime/test dependency graph
is unchanged; no new dependency or build-tool upgrade is included. CI must
validate the submitted revision before merge.

Publishing access for `org.apache.casbin` must be verified before
publication. This change does not publish artifacts or carry RC1 votes forward
to a new candidate.
