The current release notes and generated API documentation omit the incubation disclaimer. This change adds it to RC/final notes, Maven metadata and generated documentation, and links final notes to the verified ASF sources. It preserves the maintainer's tag-driven versioning, Glob rewrite and release-original verification. Java 8 remains the compile/test runtime; JDK 25 generates Javadoc with complete Apache/UPL/jQuery MIT license texts. A checker verifies the actual documentation resources, license files and visible disclaimer in CI and before Maven publication. The change retains `org.casbin:jcasbin` for compatibility, documents that rationale, and pins the inherited Enforcer to 3.6.3. No production Java code changes are included. Validation on commit `4dcfd1e61296585c96bc9eb148e4e2ea5d841bf2`: - Clean extracted-source build: 338 tests plus 338 coverage executions, with no failures, errors or skipped tests. - Both source archive formats match all 220 Git files. RAT accounts for 215 standard files, four notice/license files and the separately reviewed project logo, with no custom exclusions. - Inspected all three JARs, 219 substantive documentation pages and the complete documentation license texts; six invalid-documentation cases were rejected. - Eleven release-verifier tests passed with mocked GPG/network. All three workflows passed the scoped workflow checks, including generated RC/final notes and packaging fixtures. - The full patch applies to the current upstream baseline and reproduces the candidate file by file. Runtime/test dependency queries found no OSV matches at the check time; this is not a claim that the entire build toolchain is free of advisories. Local documentation validation used Oracle JDK 25. Hosted Temurin 25 CI still needs to run on this PR. Existing tool-only advisories and legacy Cobertura complexity-parser warnings remain; test execution and coverage report generation succeeded.
