## Why The repo still uses semantic-release to publish automatically. Casbin is now in the Apache Incubator, where releases must go through a community vote — auto-publishing is not allowed. The old job's condition `github.repository == 'casbin/caswaf'` is also dead after the repo rename, so the CI release path was already ineffective. ## Changes - Remove `.releaserc.json` (semantic-release residue) - Remove the `release-and-push` job (semantic-release auto-publish) from `build.yml` - Add `.github/workflows/release.yml`: manual tag trigger; `vX.Y.Z-rcN` → GitHub pre-release (for the Apache vote), `vX.Y.Z` → GitHub release (Go module auto-indexed by proxy.golang.org); source artifact `apache-casbin-gateway-<version>[-rcN]-incubating-src.tar.gz` + `.sha512`; uses the `gh` CLI instead of third-party actions (ASF allow-list compliant); no extra Apache steps (no signing, no dist.apache.org upload). ## Verification Both YAML files parse cleanly; build.yml jobs reduced to go-tests/frontend/backend; release.yml semantic assertions pass (no softprops, no dist.apache.org, gh release create + release-notes redirect present); local simulation of tag packaging with `git archive` + sha512sum verification passed, tarball has a single top-level directory. -- This is an automated message from the Apache Git Service.
