## Why
The build workflow has two quality issues:
- The action versions are outdated: `actions/checkout@v2` and
`actions/setup-python@v2` are legacy versions, while sibling repos
(casbin-pycasbin, casbin-mongodb-adapter, casbin-typeorm-adapter)
have already upgraded to v4/v5.
- The lint job uses `github/[email protected]`, a heavyweight
container-based action that is not in the ASF allowed-actions list.
The sibling Python repo casbin-pycasbin already replaced it with a
simple `black --check` step.
## What changed
- `.github/workflows/build.yml`:
- test job: `actions/checkout@v2 -> v4`, `actions/setup-python@v2 -> v5`.
- lint job: removed the whole super-linter step (including the
`VALIDATE_*` config) and replaced it with
`checkout@v4 + setup-python@v5 + pip install black + black --check
--diff .`.
- `requirements_dev.txt`: added `black==25.1.0` (same as casbin-pycasbin).
## Verification
- YAML parses correctly; all jobs are intact (test/lint/coveralls/release).
- Ran `black --check --diff .` locally (same command as the CI lint job):
all 11 files unchanged, so the CI will not fail on formatting.
- No super-linter remnants; no `checkout@v2` in the test/lint jobs.
- `requirements_dev.txt` keeps `setuptools==60.2.0` and adds `black==25.1.0`.
