## Summary
- add `.rat-excludes` with documented exclusions for test fixtures, Go module
metadata, Git metadata, and the separately licensed `.golangci.yml`
- add `export-ignore` rules for repository-only `.github` automation and
`CONTRIBUTING.md`
- add standard ASF license headers to `README.md`, `Makefile`,
`.gitattributes`, and `.rat-excludes`
This follows up on the license-header issue reported during the
3.11.0-incubating RC1 IPMC review. It does not change Go source or runtime
behavior.
## Verification
- `go test ./...` in the repository
- `go test ./...` from a clean `git archive`
- Apache RAT 0.18: `Unapproved: 0`, `Unknown: 0`
- confirmed `LICENSE`, `NOTICE`, `DISCLAIMER`, `go.mod`, and `go.sum` remain
in the source archive
- confirmed `.github` and `CONTRIBUTING.md` are excluded from the source
archive
