To catch both encoded, unencoded and required and not required we need to
create 4 different tokens:
"={" + headerName + "}"
"={" + headerName + "?}"
"=%7B" + headerName + "%7D"
"=%7B" + headerName + "?%7D"
Is that less expensive than creating one regex?
