Fixes an inconsistency in Databricks deferrable operators when a run reaches a terminal state before deferral. In the early-terminal path, completion handling was not consistently applied for failures. This change routes that path through the same completion logic used by trigger events, so terminal failures are surfaced correctly instead of being skipped.
