Make several TableOpsImpl methods atomic (#5540)
* Make setLocalityGroups() atomic
* make samplerConfig methods atomic
* simplfy using removeIf()
* Unwrap TNFE for changed methods
* Create new TNFE as to not lose stack info when unwrapping
* Apply suggestions from code review
