Here's one more candidate for you that I happened to check out recently: https://www.pdf24.org/en/. They have a conversion tool.
They also have both online and offline versions. While I found it took some getting used to when it came to the offline interface, it did what I needed it to do which was to combine PDFs and paginate them. Btw, it just so happened that I put in a purchase request for a paid ($69.95) alternative to Adobe Acrobat: Master PDF Editor ( https://code-industry.net/masterpdfeditor/). Adobe has positioned themselves as a provider that simply no longer offers enough value for me to put up with all of the things I don't like about them (high price, subscription-only, background processes you can't get rid of with their software, etc).
