I hate to give positive information on Google, but you can also use Google Groups without a gmail account. I am on one as normal member. (Maybe you would need a gmail account to start a Group?) The main problem is that you expose all users to the largest global surveillance company and strengthen their monopolistic stranglehold.
Many universities and national scientific IT providers provide such services. For project scientists and other precariously employed people this may have the disadvantage of being cut off from moderating the list between contracts. If the lists have an activist nature, a great free list hoster is Riseup. They run on donations and take privacy seriously. https://lists.riseup.net If there are people interested in setting up something like Riseup for science I would love to talk to them.
