There is as of 10.10 SDK which introduced proper APIs to bring the OS X 
paradigm closer to the iOS way. 
Cocoa started as Next Step long ago and has had a lot of things develop over 
time whereas Cocoa touch is newer and had a chance to start out doing things 
that have taken time to do in Cocoa. 
They can only add and change things so much with each release without breaking 
everyone at the same time. Cocoa only introduced Core Animation and View 
Controllers in 10.5
Around the same time iOS was first created and it was a year or so before iOS 
had a public SDK. These days there's a lot of effort to unify the API styles 
that are good and to reduce the friction for developers moving between 
platforms.
