Ken has explained it very nicely. I was also about to post that you need to use 
namesOfPromisedFilesDroppedAtDestination: so the files will be created there 
for you. It’s too bad Apple went this direction with Photos when iPhoto was 
perfectly capable of just giving you the URLs of the existing files. I supposed 
it’s because Apple seems to be pushing using iCloud Photo Library so hard, so 
there’s a good chance that many photos might need to go through a lengthy 
download process before you can use them in a dropped app. This is a very 
unfortunate direction. But the really sucky part is that they didn’t even offer 
actual URLs for Photos’ files if the user doesn’t use that goofy feature and 
the files are right there! In fact, you can’t even Reveal Original any more. If 
you want to do something with a photo in Photos, you’re at the mercy of the 
app, which thinks it knows a lot more about what you want to do than you do. 
You can Export Unmodified Original, but it gives you no chance to change its 
name. Crappy UI, that. It’s the worst Apple app I’ve seen since that iMovie 
fiasco a few years back. I already reported 3 bugs/design flaws in the first 
half hour of trying to figure out how to use Photos. At least Apple must’ve 
known it was going to suck, so they don’t delete iPhoto off your drive. I hope 
more people will complain to Apple and report bugs/flaws in Photos.
