Just a shot in the dark, but maybe this is an issue: Comparing your declaration to the sample from <https://developer.apple.com/library/ios/documentation/FileManagement/Conceptual/understanding_utis/understand_utis_declare/understand_utis_declare.html> reveals that the sample declares com.apple.ostype directly as an string:
