Not sure why you don’t just use a different/new Apple ID to sign up for the iOS dev program but let’s say you can’t or don’t want to do that for whatever reason, you need to read this page:
https://developer.apple.com/support/ios/account-management.html and use the contact link there to get in touch with the right folks. Be advised that recent DevCenter downtime might mean that the pages you need are still unavailable. In that case, be a bit more patient and try again in a few days. Good luck.
