That is correct, and also you'll need to do this in a privileged helper tool.  
If you are fortunate enough to be requiring Mac OS X 10.7 or later, read Nathan 
de Vries' article on the topic…

If your app is supposed to run on 10.6 or earlier, it is much more difficult, 
and at this point I would recommend making this all-user-prefs-set feature for 
users with 10.7+ only.
