Probably because it's not the "best" solution. We have the same issue in our apps, where we read and write to a filetype, but the reading and/or writing process might be lossy (OPML in OmniOutliner is a prime example). I believe the expected behavior would be to get an untitled document with the lossily-imported file contents.
