Apple's documentation indicates that a NSToolbar with selectable items
can be used for navigation in a preference panel. This is often used
in conjunction with an NSTabView that is configured to have no visible
tabs.

In many of Apple's preference panels (Mail, Safari, Finder) the bottom
edge of the window moves up an down to accommodate the different view
heights.
Is there a way in Interface Builder to set a dynamic NSTabView height?
