They're separate in the sense that this mailing list is hosted and moderated by Apple, and #macdev and #iphone are not. However, I wouldn't be surprised if there's quite a bit of crossover between this community and the IRC community.
If you're interested, you may also consider checking out StackOverflow.com, which also has a large and active Cocoa/Objective-C/iPhone community.
