Also, Radar is not just the external interface, but is used internally at Apple as well. Every task done on any Apple project goes through Radar, so this count includes every little feature of every Apple program and framework. Seven million discrete tasks for an OS as big as Snow Leopard seems reasonable, not to mention Radars include stuff from before OS X (I think), iPhone, etc. And then there's the standard joke that Apple employees have to file a radar to use the can....
