The "best" constant will give you the best position fix possible for that device you are running on in the environment it is in (overtime it may get more accurate). This may or may not include GPS. If GPS is available you still don't know how many satellites are available and their signal to noise ratio, etc. You can ask CLLocation for its current horizontal and vertical accuracy. You really can't assume how accurate it will be, just how accurate it currently is.
