As far as I can tell, even with the SL DVD and XCode 3.2 installed, you still can't access the documentation without being a Select or Premier developer. I guess it's a matter of time....

Xcode has always been included with the OS DVD as optional install (or as an additional CD when OS X was distributed on CDs). Now, for reference doc, I can't tell. The trend in latest Xcode releases is to reduce the doc in Xcode package in favor of the online doc (that Xcode will download via doc updates).
Maybe there is minimal doc set distributed, but I don't know.
