Hi Mike, no actually, I got it working from the command-line. The icnsConverter tool makes a .rsrc file(not Icon\r as previously stated) which I can use at the command line. Using ditto to copy the rsrc into the target pkg and then SetFile -a C on it creates the custom icon.
