No, it wouldn't be covered by codesign. codesign has some built-in
rules that specify what is covered and what isn't.
These are the default rules:
<key>^Resources/.*\.lproj/</key>
<dict>
<key>optional</key>
<true/>
<key>weight</key>
<real>1000</real>
</dict>
