Carbon is an overloaded term, it means many things all at once. Finder's Carbon->Cocoa transition refers, I think, mostly to its UI implementation. Note that the File Manager APIs (in Files.h) are not actually part of Carbon.framework, but rather part of CoreServices.framework.
