One thing I cannot readily determine from the documents is whether one

So, my question is: is it better to create (start with) a versioned
model
to better facilitate the probable incidence of migration to a newer

later?
Short answer: No.
Why would you do that? In what way do you anticipate that it would
facilitate support for versioning in the future?
If you only have a single version, there's no point in creating a
versioned model -- you'd simply create a new version and then have to
delete it.
